2) the wall as was pointed out during the presser is to shore up areas where levee walls are deteriorating or failing
3) the wall design, budget for it and measures were all cited and passed during 2016!
4) the images used during the presser also came from 2916 images that published what the wall would look like
He re-used an image that was taken back in 2016. Per the link I gave, it was already published on the Customs and Border Patrol website Sept 13th 2016. Exact same image.
It’s part of a levee-wall building project in Hidalgo County, Texas. They held the groundbreaking ceremony for the first of these levee walls back in 2009:

These aren’t new projects that have started since Trump took office, they’ve been underway for years.

You seem confused. Obviously didn’t watch the press briefing.
Nobody claimed that the wall in the picture came from Trump’s budget. The Trump budget hasn’t been approved yet. Such claim would have been idiotic.
The point is that the billions in the budget allocated for “maintenance” will be used to upgrade the existing walls and fences.
Why build a wall? A minefield works better.
