It took a nuclear weapon to trigger the effect initially, and would likely still require one for a "continent effecting" EMP weapon, but for "theater-sized" weapons, conventional explosives will work. A quick search of "non-nuclear EMP weapons" turns up lots of info.

Yes. Bill Forstchen, a good friend, has lectured the Army War College and the Pentagon and is an expert on EMPs. It is a very, very real possibility as I described and as he confirmed.
I don’t know how high up. I just know that Bill Forstchen, who wrote the best seller “One Second After” about EMP and who has lectured about EMP at the Army War College and given briefings to the Pentagon about EMPs, confirms that a N. Pacific blast would do just what I said.

I believe that missile was shot down. A test of our missile defense Thad system or from the Carl Vinson.

All signs point to this just being a failed missile launch. No nuclear test. Reports of it tumbling. The location. Etc.
They don’t have a sub that can transit to the US West coast, much less the East coast.
This sh*t is going to get out of hand quickly. An EMP over South Korea would be devastating let alone Japan or Hawaii. How many more tests do we give the Norks? We seem to be very confident in sea and land anti-ballistic missile systems but we cannot underestimate what this mad man can do. There are many ways to employ WMD’s.
I was suggesting it was a test for delivering and detonating a EMP weapon, not an EMP weapon itself.
Even if it creates a large enough pulse, it will be very targeted. The Russians found that out when they tested it as did we.

If he pulls an EMP attack, it will affect China.
China won’t sit still for that.
But it should be much, much higher than 44 miles for the suggested coverage of the US.
We don’t know that he has reduced his nuclear weapons to the point he can place them on a missile.
China isn’t going to put up with this much longer.

It seems the consensus is that a city or region might be hurt by an EMP like theirs. But it certainly would not hurt the country as a whole—nor would it be able to shut down everything electrical.
After reading several engineering papers on it, it appears that for a vast majority of people in the country cars will shut off. And then you could start them right back up.
Any attack like that—and it would suck but it would not be a country killer—would result in the Fat boy being skewered. There is no good reason why he would do that.
China would be the best country to deal with this guy. Heck, let em have NK.
I wouldn’t mind them setting up a decent replacement, but I’d hate China to be on South Korea’s doorstep.
If that happened, I guess South Korea would simply be Korea.
