That’s true, but Congress can pass legislation that, once signed by the president, becomes THE law until changed by Congress in the future.

So I’m not sure what your point is. If President Trump signs this legislation as it is, he is essentially castrating himself when it comes to his ability to build a border wall.

I suspect this is a budget bill for spending until October ...I’m hoping nothing more, but it needs sunlight.
