Yes, they are at the time the video is taken. Where then do the police find the need to block traffic in a place like NYC? There are several million people there but its not like any of them work or might be on a run to get medicine for a sick kid or something. As long as its just peasants being put out then I guess tax money on photo ops is justifiable.

When we played cops and robbers as kids the police didnt stop and help us chase the robbers. They seemed to always have something important to do. Of course, now that NYC is a crime free utopia, the police probably had nowhere else to be.
