Exactly what I was thinking. Homeland will use that money for the Wall. Siphon money from some other agencies that are doing nothing but wasting it. The Wall has to be and will be built.

The crime of omnibus budgets is that any funds within any department budget can be reappropriated to anything. Just ask the State department. Why even have a congress these days?

You are mistaken. The Demoscum got language to block use of the "border security" funding for the Wall, it seems:

"The new border-security money comes with strict limitations that the Trump administration use it only for technology investments and repairs to existing fencing and infrastructure, the aides said."
