Except for in DC or a Territory, or as a benefit for actual service / employment, ALL federal involvement in education is unlawful and overreach.

It’s a 10th Amendment thing.

The problem is NOT federal "overreach." The problem is any federal intervention, aid of any kind, rulses of any kind, even suggestions, in education not on military bases.
