Repatriate the non-terrorists, as the existence of taqiyya precludes the good-faith/validity of an oath of citizenship.

We've been trying to get border-security for decades. There are ways to get it, but they involve rocking the boat
and being 'undiplomatic' and would likely result in some turmoil. (Though I personally think it would be illuminating and show some deep, deep corruption.)
