Strange - there was a big power outage at the Port of LA April 20.

Several years ago when I lived in Hollywood, CA there was a fire in the Hollywood substation. Our power was out for a full week. Apparently the parts they needed to replace were so old/outdated that they were really hard to find replacements for.
