It is too bad that the deal does not include a full waiver of all of Obamacare’s requirements, not just limited to Community Rating and to Essential Health Benefits. There should be a waiver for pre-existing conditions as well.

What will be interesting is to see what the requirements are for the waiver. Does the state legislature have to request a waiver, the governor, or both?

In practice it completely guts the pre-existing conditions requirement if the insurance companies can charge whatever they want.

Outright ban of the requirement would be so unpopular which is why Trump said he would keep it many times in interviews.

I will wait till more comes out on this to judge.

Trump needs to get some major reforms through congress or 2018 will be a bloodbath.
