It's primary purpose is to control the people, not to collect funds (they can always print money).

The other agencies are just as bad. Think of the EPA, CIA, FBI, NSA, State Department, inJustice Dept, Education dept, etc. etc. It’s the nature of the beast - much sooner than later they all become politicized.
