Everyone knew what the endgame was with this. And it took a guy like Sessions to nip it in the bud.
It is difficult to reverse consent decrees if the judge is hostile, which he clearly is in this case.
To reverse, I think both parties have to agree, then a judge has to sign off on it.
Perhaps FR’s legal minds will elaborate or correct me.

If anything, it’s the Mayor and DA who need monitoring, not the PD.

Not only is the judge hostile, but the city’s administration, which should be against federal meddling and on the side of its officers, is taking the side of the old Obama Civil Rights Division. When Sessions asked for a brief delay so he could take a close look at the proposed agreement the city went to court to oppose it. Apparently they have a deep masochistic streak.
It’s kind of like being freed from your chains, then complaining that you don’t feel as secure.
Sessions could push for legislation making it easier to reopen such consent decrees on various grounds.

Agreed. Legislation is difficult. But, it is not impossible.
