It was Obama who changed the rules expanding disbursement of collected intelligence to all agencies....Rice could not have gone further without him doing so.
However, with the political and MSM wars already in dead heat...officials are not going to show their full hand until they have their ducks in a row and bring the whole affair down....which I believe more than possible will implicate Obama.

Pres Trump needs to announce ASAP, that since this is “all legal,” his administration will step up and do the legal thing to protect Americans' safety and security.
They'll be surveilling and unmasking any and all Democrats, on a continuing non-stop basis, particularly Democrats who have talked with any outside ambassadors, foreign offshore entities, and the like.
Plus, the Trump administration will ask for the “unmasking” of all those who are involved in such talks... because it is legal.
AND Trump will use Obama’s "legal" rules to distribute that information to every US intelligence agency. (HAT TIP BUBBA GUMP SHRIMP)
