The budget requires a 2/3 vote?
Normally, a change in Senate rules requires a 2/3 vote. However, Harry Reid ignored all that to nuke the filibuster for most nominees, using a simple majority vote. I think that the GOP should do the same thing to get rid of the two-track rule, so that somebody who wants to filibuster will have to actually filibuster.
