Many years ago I saw an interview of Stansfield Turner, maybe on PBS but not certain.

Anyway the interviewer asked the Admiral which spy agency was the best, the CIA or the Mossad? His answer was “neither. The best in the world is British Intelligence”. It actually surprised me.

Not sure if they still are tho.

Considering the massive internal penetrations that MI5 and MI6 allowed themselves over decades (Philby, Burgess, Maclean, Blunt, et al) it is difficult to imagine how they could be "the best".... but the US had Aldrich Ames, Robert Hansen, and others....during Stansfield Turner's era, too!!! .... leaves only Mossad standing for "the best"....

Then of course there was this:

"Treachery: Betrayals, Blunders, and Cover-ups: Six Decades of Espionage Against America and Great Britain" (Chapman Pincher)

Russians have an evaluation criteria and it is how spread potential intel is throughout the world.

They rated well Mossad because jews were in many places in the world. They also said the Chinese have gazillion potential spies but are less conspicuous.
