I'm curious as to just how much of a "repeal" this bill actually was.

I think it's entirely possible that this outcome is actually a victory for conservativism as Obamacare has many things built into it that make it much worse every year.
Therefore as has been stated often, Obamacare will eventually fail on it's own, and belongs COMPLETELY to the democrats.
The ACA is a time release "pill", taking time for more bad things (costs mostly) to hit over time.

A no vote on this bill, or no vote at all as is the case now, is actually a victory.

Ryan’s wings, arrogant attitude (and biceps show) has been cut and curbed. I hope permanently! Trump appears finally able to trim Ryan’s sails and reduce the margins of at least one scalp. :)
