The only bill right now should be the repeal, the one they passed before. Give it one year to take effect. Then they can replace it at their leisure.

Probably not. Trump is not "business as usual", and most thinking people recognize that. A failed vote - as long as it's gotten out of the way quickly - is just a method to identify more miscreants that can be flushed out of the swamp.
What would be bad is if the new normal of one large reconciliation bill at the absolute deadline for keeping the government open imploded. It's half a year at least until Republican controlled Congress gets to that point.
So NYT is right. THEY DONT HAVE THE VOTES.
They are trying to get them by making concessions.

If it loses, there's no doubt Ryan was in the driver's seat. He couldn't pass a bill on repealing Obamacare, which pretty much the entire party used as a campaign issue. This, after they sent a repeal bill to Obama how many times?
No, Trump will be judged as having done his part. The House, and especially Ryan, will take the hit on this.
