I sometimes visit a Chicago police officer blog. What is really happening is the police have stopped trying to prevent crime. The paperwork has just become too much of a hassle. Of course folks will leave and move to a place where they have protection. Because they can’t have guns to protect themselves.
Yep, when you are living on the edge of a dump and sort through garbage for food, living in a housing project where the government makes sure you are fed and clothed, although minimally, looks pretty good.

Many people have been exported/imported into countless small towns across the mid west. Maybe many out of Cook County? I know that the amount of poorer, black people has increased exponentially over the last few years in my small Wisconsin town.

The most meaningful vote you can have, your feet. I just ask you. If you plan on coming to Texas, leave the trash behind you in Chicago.
I have a tire business I use for my equipment tires whose owner is from Chicago. He got out in the '90s. Came here wanting something different than "Chicago". Well he found it and is making the most of it. Great business success story. Not making a killing but providing a living for his family and is loving Texas, not trying to change it.
In Crook County, dead people vote, but they don't pay taxes.
Nobody, in any county, alive or dead, who does not pay taxes, should be allowed to vote.
Chicago is about #15, according to the Wikipedia.
My sister in law happens to live in Chicago. But she's from St. Louis, which comes in #1 on the Wikipedia list, at 59.3 per 100k to Chicago's 17.5.
I'll have to remember to bring it up next time I see her. She's a committed Democrat.
The wealthy leave but are small numbers. The working class leaving because there is no work in IL and there is work in NC, GA, TX, AZ.
Most leaving the rust belt are Democrats. They take their politics with them and are turning red states purple... even blue.
Rust Belt immigrants to red states are never asked to consider why there are jobs in red states, but not in IL or Democrat cities. Conservatives/Republicans have no concept of missionary work and conversion of others.
Heritage, CATO, AFP, etal make no attempt to reach beyond the choir to educate swing voters.
Locust moving to a new field.
My father’s family got out of there long ago, well ahead of the stampede.
