I think that when he says he was wiretapped that he meant his entire operation. The same with “wiretap” when he meant any kind of surveillance.
You raise a good question. Is it possible for the agencies’ capabilities to do off the record surveillance that is stored in secret locations for partisan use?

Folks- Trey Gowdy was grilling comey yesterday, and he kept honing in on the term ‘unmasked’- And kept tryign to get comey to admit that unmasking was a crime- which he eventually did- I thought then “Trey seems very insistent on this unmasking issue- and also elise stephanic zeroe’d in or the fact that comey did not inform the new senior officials that there was an investigation going on”- And trey kept insisting that there was ‘no carvout for news stations that report leaked info’ to which comey finally, reluctantly admitted-
Well today I heard spicer bring up the unmasking issue and bingo- it dawned on me why trey was so insistent-
Spicer put the msm on notice that indictments are coming- both for the leakers, and for those who may have printed the leaks-
What spicer said today was big- He threw down the gauntlet-
At a minimum Comey should be fired

You are ssssooooo right, as an involved, loving parent I “monitor” what my teenagers do on their cell phones...But I have never “wire tapped” them.
I personally believe this is what this "investigation" was about. Trump was looking into legal ways to fire Comey. He can't do that while in the middle of in an "investigation" against himself. That might actually be grounds for impeachment.
