He didn't announce it to the world. He notified Congress as he had said he would do if more information surfaced. That could be tantamount to notifying the world because somebody, and I don't know who, divulged it in a way it got out to the world.

Then he pulled back about the emails. There's something that doesn't add up about those or that whole matter.

But he may not be fit to serve. I don't know.
