The United States of America is NOT the World Wide Welfare Agency. The Constitution makes no provision for succoring the poor of the world. Charity under the Constitution is a matter for private citizens. There would be much more of it if the government left that money in the hands of the citizens and it would be much more efficiently spent. It would not have to support bloated bureaucratic salaries and offices.
Famine is a continuing reality in the modern world. All modern famine is caused by government.
Moslem alms are unavailable to infidels and are not spread widely in Moslem countries. The direction in the Koran is for alms to go first to family and nearby poor. The Koran does not direct relief to go to infidels or to other Moslem “nations” or sects.
