The NSA is capturing all data going across certain networks. The specifics aren’t fully know but suffice it to say, IP data, and any data crossing the border is being collected wholesale.
I think it is more than that, if what he says is true: "...the digital version of every telephone call made to, from and within the U.S. since 2005.."
