Congress can appropriate all they want. It’s up to the Executive to spend what they deem necessary. If Trump choose to not spend on certain programs, he does not have to.
If any of them conservatives who are upset that the Obamacare deal doesn’t go far enough opt out of this, it will be a big sign that they are not who they claim to be.
