That’s what it seems to me.
I think if someone does indeed leak Trump’s tax return(s) to Brock,
1. Brock will claim to be protected from soliciting a felony charges, since he was only offering to pay for LEGALLY acquired documents, and
2. Brock will also avoid ever having to pay the $5M tab. If some dolt gets fooled into releasing them for the money, Brock won’t care if that dolt gets charged with crimes, and Brock won’t have to pay for the documents he’ll still expose, since the dolt leaked them illegally.
