Modern communications make a physical capital obsolete. Keep the Federal congress entities at home, in their states, where they have to deal with the people who elected them.
This makes more sense in case of an attack as well with dispersed targets, and would significantly impede the malefactors known as lobbyists. It would also run off that abscess of fedgov feeders plaguing the region, and Virginia might become a real state again, instead of a bedroom community.
I said the same thing back in 2009.

I posted an idea many years ago that would fix this problem.Move the capital of the United States to Omaha, Nebraska, and turn Washington, DC. into a museum town!
This has many advantages:
- Travel to anywhere in the mainland United States takes about 3 hours.
- Offutt Air Force Base is already there to replace Andrews for housing Air Force One. Plus, Strategic Command is there, too.
- Centrally locating the capital in the middle of the heartland will protect the capital from naval attack.
- Relocating the capital will afford the opportunity to build a new, larger, Congress that can handle a larger House of Representatives, so that the ratio of people to representatives can be brought back into balance.
- Just living in Omaha should be a natural term limit for many people who are otherwise attracted to the opulence of Washington, DC.
