Phoenix Diverting Money From Schools to Large Developers

For years, the City of Phoenix has been quietly diverting money away from schools and giving it to large developers for projects like new apartments. It's plain and simple corporate welfare and I've consistently voted against this practice.

This tax transfer is called a GPLET.

(Government Property Lease Excise Tax)

Worse yet, as the Mayor and Council voted to take these needed monies from schools, they also set up a "lease scheme" allowing Phoenix to profit. See my report below on how Phoenix profited by approximately $45 million while denying schools of critical funding.

I imagine a lot of cities do this.

If people don’t watch what city hall does, they get ripped off...

I guess the simple answer is the $45 mil in lease fees should go to the schools fund. However, isn’t the largest population of Arizona older people? And, according to Jorge Ramos, we’re all dying out, and with immigration about dry up, why the burning need for schools? I’m always wary of ‘for the children’ arguments.

Then again, the level of funding or the lack of it is not related to the academic achievement of the students.

So why don’t they put the $45 million they profited back in the Schools? I know, it’s a rhetorical question.

The City of Phoenix doesn't fund schools. The local school districts do that. By converting private property into City property, they prevent the school districts from taxing it -- and then take a part of the gains for the City.

Lots of cities give tax breaks to new businesses. I don't know if other cities do it at the expense of school districts.
