Think of it as paying the Jizya, which is protection money Muslims get from subjugated Kafirs that the Muslims have decided not to kill, when the Muslims are in the dominant position.
This is voluntary Jizya, since the Swedes are still dominant but seem to want to pay protection money voluntarily. -Tom
