“would warrant criminal charges”
So, there was a title 3 warrant? I am confused. FISA courts warrants are used for intelligence and do not usually bring criminal charges from what I gather. So, if there was a title 3 warrant, such a warrant requires probably cause basis. Where is it?? If it was a FISA warrant, that would be driven by the AG at the time (Lynch), so where is the application.
Not an arrest warrant, but warrant, as in its not necessary or there is no reason to take it to that level.
