From everything I’ve read (so far), Ryan’s plan only needs 51 Senate votes to pass.

Do any of the other legislators have a similar plan? Because if it requires 60 filibuster-proof votes to make it through, it’s DOA in the Senate.

Are conservatives so strongly opposed to the defunding plan that they’d take a chance of winding up with Obamacare surviving intact?

Just implement Rule 19...forces debate limited to two speeches per Senator...and a 50% vote to pass when all done speaking.
