No, this article is bogus. I have absolutely no use for McCain at all, but it is common for an endowment to be established with funds whereby the projected annual profits or income on that endowment fund something, with the idea that it then has the resources to fund at that same level year after year.
You can look up the foundation’s 990s on GuideStar and see that its $8M endowment is held in stocks and the like. That is just about the right amount to have for spinning off support for a half million a year program such as the one it fund at the University of Arizona-about 6% in annual passive income. (That is why charities are often required to spend 5% on their mission each year.)
