Having been to Nogales a time or two I’d bet good money this guy lives in a walled estate, topped with razor wire, controlled access roads and armed security ... in addition to the Nogales PD which would be at his beck and call.
He probably got told to take the money and make an anti-wall statement, or risk the consequences. Many mayors in Mexico have been murdered.
