Back when he was signing pardons I took a quick look at the legal requirement to publish executive actions in the Federal Register and it did not to me appear to cover pardons.

Researching pardons may have been a mistake.

I don't pretend to know every federal LAW controlling the obligation to keep and provide permanent records of ALL the functions of the Federal Government.

I doubt whether you or anyone else, for that matter, can claim that they do...

Huh? In the first place, you are confusing the requirement to keep a permanent record with the requirement to announce something publicly.

And your idea that no one can claim to know all the federal laws on record-keeping? I didn't spend any time doing this, but any halfway decent lawyer who deals with federal regulation could research this question and come to an answer.
