When a sufficient number of Anglophone residents have returned and resettled, the next step shall be to turn ALL of Mexico into a territory similar to Puerto Rico, and as the various provinces of Mexico achieve what may be termed to be satisfactory progress toward becoming a candidate for statehood, they shall be taken into union with the existing United States of America.
