I think she's trying to tie whatever investigation there was (might have been) of Paul Manafort’s prior business dealings into the bigger campaign picture, thereby supposedly giving more legitimacy to the FISA requests in 2016.
But I could be wrong! Who knows with these people?

If Trump had replaced Comey and then exposed the wiretapping, Comey would've come out and denied any involvement and accused President Trump of lashing out former Obama officials.
It might not have been set up for that purpose, but could’ve been a capability that was added later.
