12,000 is too many. That averages 240 per state, and a dozen or so can handle places like Hawaii and Rhode Island it seems to me.
Whittle it down to where all the liberal busybodies are collecting unemployment...and keep it that way.

I am hoping he cuts the EPA staff and budget in half. An 18% staff reduction and 24% budget cut is a great start. He just needs to do another round of cutting in 2019. It is easierpr to do in pieces than all at once.
