Three weeks ago the state removed the designation “drought” from 42% of the state. In May they will reassess the situation in soCal which gets about half the rainfall of the north.

CA needs to make irrigation water free so as much water as possible goes into the aquifers rather than down river, at least until the rainy season ends.
