The bidding process for a Southern Border Security Wall is officially announced. Bid duration ends March 20th 2017 for initial prototype, with pricing due March 24th – and anticipated award contracts Mid-April, 2017:

I think it could easily start by September. Field Mobilization for awarded firms could be underway in July.

Oh, Safety Engineers. You have to have them out the wazzo sitting on the bench ready to go with certifications.

Typically the Government will require you to have the following items done to start a fast track project:
1. Approved Overall Safety Plan — Project Specific (not a 300 page canned manual)
2. A Preliminary Schedule SDEF cost loaded to bill against for Progress Payments.
3. A Small Business Plan — Project Specific
4. A list of subcontractors and vendors that meet the requirements of the RFP (no debarments etc)
5. The Phase One approved Plans and Specification (lets say for the reinforced foundations and deep storm drainage.
6. An approved QC Plan with staffing.
7. As part of the QC Plan an Approved Testing Laboratory with scheduled testing outlined for all critical elements of the project.
8. Addiitional mobilization and envirnmental impact plans and programs showing how you plan to:
.....a. Prevent Dust Polution
.....b. Provide planned Contractor and government offices, temporary parking and sanitation, roadway access, traffic control and environmental impact.
.....c. Small Business Outreach Plan to utilize disadvantage small business concerns and Job Fair outreach.
.....d Etc, Etc, Etc — rinse and repeat.

I’m listing this out off the top of my head so I might miss an item that is obvious. You will also in your safety plan be prepared for cross border snipers etcetera. This has been a typical concern in locations like this and around certain other areas where fire arm usage is typical.

It is actually standard that on this sort of contract the Price is only part (50% or less) of the award point scoring. Past Experience, Preliminary Design, etc etc all weigh as much as price.

Yes, and you need a good safety record as well. I’m a one man survey crew subcontractor. I have staked about 40 miles in Arizona on 6 or so projects 2008 to 2017. My client and I bid on 7 miles of replacement at Naco, AZ in August, and started in December with 30% plans.

The drainage improvements are expensive. Sheetpiles are a new item.

Great. I will ping you when I can if the issue of multiple awards opening up opportunities for small business comes up again. It is great to involve big contractors that can “knock it out” but we need to also make sure that those that have to live near the border state areas get opportunities as well.

This is already a MATOC, I think, but it is a 18’ to 30’ steel bollard fence, not a 40’ high concrete wall with the embossed Trump seal.

I think there was a MATOC issued for some shorter sections that were considered critical a year of so ago. This new Pre-Solicitation notice is for the 1,250 miles that has no effective high security fence or wall protection.

Currently we are replacing 10’ high salvage thin sheet steel material set in the mid 2000’s by ANG units from both Carolinas. The Border Control officers I talk to don’t like that they can not see to the other side.

We have private security when they demo the old and place temporary sections until the new fence catches up.

Never thought about snipers. I may have to upgrade my hard hat.

Concerned about a dam river? May be they need to find alternatives to the river for water. Unless Mexico allows the wall on their land, the wall has to go on the US shore, so it must cut off access to ANYONE attempting to get from the river to the US land. That includes preventing snakes, lizards, frogs, cows and humans.

I have seen sheetpiling which could be adapted for the river. Sink a base or 4” gap tubes themselves. Water, snakes, and kittens, or other dear things could pass.
