The bidding process for a Southern Border Security Wall is officially announced. Bid duration ends March 20th 2017 for initial prototype, with pricing due March 24th – and anticipated award contracts Mid-April, 2017:

Another interesting thing I gleaned today in just a quick look is that the IDIQ (Indefinite Delivery - Indefinite Quantity Contract) is set for the total of all task orders issued shall not exceed 300 million. Now the non-Concrete wall IDIQ is probably going to have a similar limit. So they aren’t going to spend over 2/3rd of a billion on the initial main structures. They are going to have a lot of the electronics etc done in separate contracts. For example, I believe it mentioned that there would be some fiber optic cable run under this contract but the head-end devices would be by others (cameras, security, tamper, com, intrusion detection etc)

So these initial contracts aren’t set up to build the whole thing whether it costs 8 Billion, 18.4 Billion or 24 Billion. Never the less, this is a lot of wall.

The way this works, everyone provides their preliminary proposal of design, teaming, management, etc and then they short list those who turn around in Phase Two and provide more detail and pricing. At that point they award four to ten contractors an IDIQ contract and the lowest/best proposer gets the first task order and builds a prototype of their design in the San Diego area. That contractor has then built his minimum guaranteed by the award. They continue issuing task orders for pricing and the IDIQ contractors each get to build their prototype and perhaps a section of the wall. The awarded IDIQ contractors MUST price each task order requested in return for being awarded a place in the IDIQ group. If they have a bid conflict they can beg off once or twice but a third task order unpriced and unprocessed by that contractor results in being removed from the Contract for non-performance.

This could mean that you price eight big task orders with some design work on each one and get none except maybe a small proto type. The Contract lasts 5 years and they have the awarded contractors build out chosen sections.

All the various complex requirements I cited previously still apply, small business plans, complex scheduling and reporting etc.

This means there will be an entire new set of RFPs and awards that will be tweaked based upon what the participates learn here for a new set of contracts for another Billion next year.

Sounds like he has it set up so he can find the best wall, and continue to keep things competitive to keep the costs down.

I’d like to see it done by the time he has to run again.

I think there could be a lot of it built in the next 3.5 years. However, I don’t anticipate that it would all be done. Main big runs, sure, but tricky areas could get skipped while they figure out what to do with a tributary stream etc.

When big runs of miles of an impressive wall is ribbon cut, it makes for great television. Big beautiful or Big ugly depending on the network and the presentation. Theater!
