I think that is called “negotiation”. Two presidential advisors disagree on an issue of policy. Both present their case, and their boss (the President) decides.

What I don’t get is why an EXECUTIVE order has to come “from the departments of Justice and Education”?? Silly me, but I thought an EXECUTIVE order came from the EXECUTIVE, and not his underlings.

The prime job of an executive is to resolve conflicts. Justice says “we have to do this”, Education says “we can’t do this”, Executive decides which and mitigates the consequences.
