I would think that the Soda Stream would be flying off the shelves for the soda junkies.

They thought of that. The tax includes soda concentrates. Not only that, the tax is assessed based on the volume of the diluted end product.

Looks like people can make their own syrup if they are inclined. Maybe I’m prejudiced but I have a feeling most of the soda crowd is too lazy to do it.

Sounds like a good time for black market soda. The libs will be blaming other cities and states for their lax rules on sodas. Cops will be posted at the city limits just waiting to catch scofflaws smuggling sodas. When I lived in Maryland the cops would sit at the MD end of the Nice bridge between MD and VA and watch MD residents buying fireworks in VA and then arrest them after they re-enter MD. Sad.
