IF I understand the CRA (Congressional Review Act) properly, Trump ought to submit Obama’s transgender order to Congress for approval, and have them strike it down (by majority votes). I believe that if Congress reviews a regulation or rule manufactured by executive order, or any other executive branch department, and overrules it, that the executive branch is barred evermore from submitting any regulation that is substantially similar. That would assure it is with the states, unless Congress makes law concerning that subject.
Such action would bar a new president from simply reversing the Trump orders.

Good Point. It is refreshing to see a President respect the 10th amendment. Hope he keeps on with that. Turn the powers back to the states where they belong.
