Don’t these guys have jobs for life?
They do not have a lifetime contract. The ones who go quietly and professionally get offered pretty cushy jobs though. You’re leaving? Why don’t you help us out in Italy for three years before your departure.
“Jobs for life?”
Here’s a good primer.

Much like union jobs once they pass their probationary period, but that’s just for lower GS classifications.
Senior Executive Service, if they think they can sue for wrongful termination, they will. But they won’t.
These guys socialize in the break room and off hours. For someone to show some common sense (”Why is Dear Leader Hillary setting the Levant and north Africa on fire?!”) that would be like ripping a huge fart in a small room, going off the reservation and there would be social penalties followed by discipline, etc.
They have been socialized to the point that they can’t see that their heads are firmly wedged into ball jars.
Especially the `policy makers’ who don’t have the civil service protections of their minions.
Flush them out of there.
