If you read teh book
Soft Tareget, it shows that the Air India bombing was an Indian government operation.
It also shows a meeting between Reyat and teh Indian regime (many years before he was arrested and tried) in which they tell him what to say in a "confession." The weird part is taht it's almost exactly what he ultimately wound up saying.
