The best prospect though for improved care may be to engage a doctor to visit the hospital and examine and advocate for the patient. This is not likely to be covered by insurance, and getting the right doctor is important.
A complaint to the Joint Commission, the national hospital accreditation organization, may be of some eventual benefit. They can be contacted via this webpage: Report a Patient Safety Event. Dates, times, names, pictures, copies of documents and such are important.
In addition, you may want to have someone who is authorized to speak for the patient to visit a medical malpractice attorney and ask them to review the case. They may do that for free and, just by sniffing around, may panic a hospital into treating the patient right out of fear when the hospital's sense of duty is otherwise inadequate.
That is terrible. So sorry to learn of this.
