These are enacted originally by case law and apply in most states by laws enacted by the states. Trump can try to change it for federal employees, but will require legislation. Good luck if that’s your issue.
I will add the department of corrections in CAL had a manager on admin leave with pay off the job for over 18 months. But they are screwed up on most counts.
Not always , but usually their names tell the story. These are the ones in the pharmacies that make you feel like a druggie when you reorder, any high dollar drug, that your doctor has already okayed.
Once again I must report good treatment at the Houston VA. Went to out patient Clinic yesterday with blood in the urine. Got CT Scan last night. Small kidney stones that will pass.
Also had sprained foot. Got prosthetic device this morning.
With said, these three drug theives should pay dearly. Especially if vets went without meds because of their actions.

These two are scum taking meds from vets.
