The core mission of the Dept of Education was never to educate all children - read The Deliberate Dumbing Down of American Education by Charlotte Iserbyt. She was Reagan's first Secy of Ed, and was appalled to find that their mission was to make sure no one got more education than they would need at the job they would be likely to get, so the wouldn't quit. Reagan should have shut it down then (and he later regretted that he hadn't)

She needs to shut it down, and let each state/local unit decide how much they want to actually educate. That would get the people involved in making sure the schools were well run.
