In 2014 the 9th ruled that individuals have the right to CARRY firearms, and that CA’s “may issue” was unconstitutional.

Yes, but when it was heard en banc the 9th reversed and said Californians have no right to open carry. Since the state is "may issue" in some counties that means you have no right to carry in any fashion.
