I think brocko had over 800 notches on his drone assassination program. Hell, you never heard it characterized as such on the lamestreams. That was his way of circumventing enhanced interrogation or guantanamo. Just go right to the execution phase. Of course, there’s no intel to be had that way; but that suited brocko just fine, too.

Not exactly. 0bama and Hillary exploited a little loophole. Instead of targeting Gadaffi the individual, which is illegal as you say, they targeted the entire country of Libya. Spending hundreds of billions of dollars, they killed thousands of Libyans, destroyed the infrastructure, unleashed the dozen or so terrorist organizations there and created so much chaos that Gadaffi ended up killed by his own people.
That left Libya wide open to become the biggest terrorist training and supply camp in the world but totally worth getting Gadaffi offed without violating the law. 0bama and Hillary are innocent!
