I’ve read people saying the court denied the appeal. As you point out, that is absolutely false. They have actually decided to hear the appeal. Just not impose an immediate administrative stay on the restraining order until the appeal is heard.
Of concern is of course the appellate judges didn't recognize the governments case to be likely to win so a stay wasn't granted. Not a promising sign that they will rule in favor of appeal.
A revised EO appears the only way to stop travel from these countries in the short term. And doing so has it's own set of problems. The administration will need the full backing of Republicans in Congress to weather the ensuing firestorm.
Perhaps a series of new Executive Orders with clear language as to the national security reasoning, with carve outs for green card and special visa holders specific to each country may be the way to go.
