Quebecois = "French speaking". More likely the witness noticed they had FRENCH accents. Morocco (and several other Muslim countries in the Mediterranean region) are former French colonies, and have lots of French speakers.
Quebecois is a very distinct dialect of French. Native French have difficulty understanding them.
