They are almost word-for-word the same.

“It seemed to me that they had a Quebecois accent. Quebecois = "French speaking". More likely the witness noticed they had FRENCH accents. Morocco (and several other Muslim countries in the Mediterranean region) are former French colonies, and have lots of French speakers.
